The Euraxess Center at the University of Rouen Normandie is designed to act as a gateway for international researchers and doctoral students on a mobility program (recruitment, research stay) within one of the University’s research units, offering them assistance with administrative and practical formalities.

Please note that the Euraxess Center will only welcome you once the University has validated your mobility request.

Hosting a visiting scientist in a research unit

To ensure the best possible reception, any Research Unit inviting an external scientist (researcher, PhD student) to the Université de Rouen Normandie (URN) on a one-off basis (15 days to 12 months) must draw up a hosting agreement for the duration of the research stay.

Signed by the URN President, this agreement provides the best possible framework for confidentiality, intellectual property, liability and insurance issues.

The Direction de la Recherche et de la Valorisation (DRV) is your point of entry, providing you with a pre-application form to return to us as soon as you wish to initiate such a process.

The stages

[1] Three to six months before the arrival of the newcomer, the Research Unit informs the DRV of its plans, using the pre-application form [DOCX – 60 Kb] to provide details of the newcomer’s arrival.
At the same time, if the Research Unit is classified as a zone à régime restrictif (ZRR ), it must apply to the University’s Defence Security Officer (FSD).

[2] On receipt of the completed pre-application form, the DRV analyzes the feasibility of the application in terms of the legal framework and regulations.
You may be asked to provide additional supporting documents. For example: a letter of welcome from the laboratory signed by the Director of the Research Unit, a copy of passport or identity card, a copy of diploma, employer’s certificate, grant certificate, etc.

[3] The DRV agrees with the Research Unit on the type of agreement that corresponds to the status of the person to be hosted, the purpose and reason for the stay, and the duration.

All our agreement models include the following points:
a) the parties involved;
b) the duration of the agreement;
c) the general and specific conditions of research at the host institution;
d) liability clauses for the guest and the host institution;
e) protection of and respect for intellectual property;
f) financing.

[4] The DRV draws up the hosting agreement for the duration of the research stay, submits it for rereading and validation by the parties involved, and then distributes it for signature (in n copies).

The signature circuit is as follows:
Hosted researcher/doctoral researcher (visa) → Legal representative of the host’s home institution (signature) → Director of the host laboratory (visa) → President of the Université de Rouen Normandie (signature).

[5] On arrival at the Research Unit, regardless of nationality, the hosted Researcher/Doctoral Fellow must provide proof of valid civil and medical insurance for the entire duration of his/her stay.

[6] The DRV has set up a Euraxess Service Center service center to help host researchers/doctors with administrative and practical matters.

What is the purpose of a Convention d’accueil d’un chercheur ou d’un enseignant étranger (Cerfa form no. 16079*03)?

The Convention d’accueil d’un chercheur ou d’un enseignant étranger (Cerfa form no. 16079*03) is a special procedure that enables foreign researchers, teachers and PhD students (from outside the European Union, the European Economic Area or the Swiss Confederation) to carry out research and/or teach at university level in France in an establishment approved by the Ministry of Higher Education, Research and Innovation (MESRI), in order to obtain a short-stay visa, a long-stay visa and/or a scientific “talent passport” residence permit.

We remind you that :

  • The Cerfa 16079*03 form and the type of visa issued depend on the person’s status, the duration of the stay and the reasons for it. This applies to :
    (a) a doctoral student registered solely in France or with a cotutelle de thèse (registration in France + in a foreign country) with a French employment contract (doctoral contract, CIFRE contract);
    (b) a doctoral student who comes to do part of his or her doctoral research in a French university or higher education establishment, without being registered in France as a doctoral student, and who receives funding or a grant (from the French or foreign government) higher than the minimum amount for a public-law doctoral contract;
    (c) a guest researcher (or teacher-researcher) employed by the home institution and with sufficient funding.
  • The process of obtaining the Cerfa 16079*0 form is handled by the DRV and the FSD.
    n.b. The request for such an agreement can only be made by the Director of the host research unit.
  • This agreement can also be issued for short stays (90 days maximum).
  • If the researcher (or doctoral student) is employed by URN, this agreement is mandatory (including for visa-exempt nationalities); it must be sent to the University’s Human Resources Department.
  • The agreement to host a foreign researcher or teacher is signed by the President of the University, as our establishment has been approved by the Ministry of Higher Education, Research and Innovation (MESRI).
