This application form can be downloaded here from October1, and must be submitted to the Service de Coopération et d’Action Culturel of the French Embassy in your country by December 15 at the latest (timetable set by the Ministry of Europe and Foreign Affairs).

Registration fees
For the start of the 2025 academic year, international students from outside the European Union will be subject to the same tuition fees as European students.
The situation for scholarship holders and exempt students remains unchanged.
Registration fee (with partial waiver)*:
Bachelor’s degree: €178
Master’s degree: €254
Doctorate: €397
*These fees increase slightly each year.
International students exempt from these fees are:
Students with refugee or subsidiary protection status
French government scholarship holders
You will be asked to provide proof of enrolment (government scholarship notice, final CROUS scholarship notice).
Student and Campus Life Contribution (CVEC)
You must pay the CVEC before enrolling in a higher education establishment.
This annual contribution is €105, except for :
- Scholarship holders on social criteria
- Students with refugee status
- Students benefiting from subsidiary protection
- Asylum seekers

Your dealings with the Prefecture
The French Ministry of the Interior has launched an online application service for residence permits, initially for foreign students, called ANEF-séjour (Administration Numérique pour les Étrangers en France).

For students with visas marked “minors in education” whose files have already been received by the prefecture, they are being processed according to the procedure set up when ANEF opened.
If you have arrived in France as a minor, you must contact the Espace monde service within two months of reaching the age of majority to arrange an appointment with the Préfecture de Seine-Maritime to have your situation regularized.
Re-registration for international students is handled directly by the school.

France Excellence Eiffel scholarship program


The 2026 call for applications (academic year 2026-2027) is open until November 9, 2025 at 5:00 pm for the Master’s program and until January 8, 2026 at 12:00 pm for the Doctorate program.
The Eiffel scholarship program is a tool developed by the French Ministry of Europe and Foreign Affairs to help French higher education establishmentsattract the best foreign students to master’s and doctoral degree programs.
It trains future foreign decision-makers from the private and public sectors in priority areas of study, and stimulates applications from foreign students.
For both parts of the Eiffel program, the scholarship is awarded for the academic year corresponding to the call for applications.
The stay must begin between September1 and November 30 of the year the scholarship is awarded.
Conditions of eligibility
Duration of award :
- Master’s level: from 12 (M2) to 24 months (M1) and up to 36 months for an engineering degree.
- Doctorate level: 12, 18 or 36 months (1st,2nd or3rd year).
Nationality :
This program is reserved for applicants of foreign nationality. Candidates with dual nationality, one of whom is French, are not eligible.
File origin :
Only applications from French higher education and research establishments are accepted.
Age :
Must be aged between 27 and 35, depending on level
- Master’s level: candidates must be no more than 29 years old at the time of selection of 2026 applications (born after March 1996).
- Doctorate level: candidates must be no more than 35 years old at the time of application selection 2026 (born after March 1990).
Location:
- Master’s level: candidates currently studying in France are ineligible.
- Doctorate level: candidates currently studying in France are eligible.

Amount of scholarship
Master’s level :
Monthly allowance of €1,200 (as of January 2026), plus direct payment for a number of services: international transport, national transport, insurance, accommodation search, cultural activities, etc.
Doctorate level :
Monthly allowance of €2,100 (as of January 2026), plus direct payment for a number of services: international transport, national transport, insurance, accommodation search, cultural activities, etc.
For the 2 parts of the program, tuition fees are not covered by the France Excellence Eiffel program.

Master’s level :
- Photocopy of ID showing surname, first name and date of birth.
- The candidate’s CV , written in French or English, maximum two pages long, giving details of academic background and any professional experience.
- Diplomas and classifications : copies of the most recent diplomas obtained, indicating date, specialization, honors and any other document attesting to the candidate’s excellence and performance.
- Language certificate or diploma (if applicable).
- Transcripts for the last three years, showing academic achievements both in France and abroad.
- The candidate’s professional project , written in French or, failing that, in English, on one or two pages. This presentation may be supported by an opinion from someone outside the school, such as a company.
- In the case of a double degree , the institution must attach the agreement and specify the procedure implemented between the institutions.
- The course syllabus and complete timetable
- Master of science accreditation and accreditation number, if applicable.
Level Doctorate :
- Photocopy of ID showing surname, first name and date of birth.
- The candidate’s CV , written in French or English, on one or two pages, giving details of academic background and professional experience where applicable.
- Diplomas and classifications : copies of the most recent diplomas obtained, indicating date, specialization, honors and any other document attesting to the candidate’s excellence and performance.
- Language certificate or diploma (if applicable).
- Transcripts for the last three years, showing academic achievements both in France and abroad.
- The candidate’s professional project , written in French or, failing that, in English, on one or two pages. This presentation may be supported by an opinion from a person outside the school, such as a company or a training manager.
- A presentation of the thesis project, written in French or English (5 pages maximum). This document must give a precise account of the thesis subject, objectives and research hypotheses – the innovative nature, impact and benefits of the project.
- A reasoned expert opinion on the scientific quality of the thesis topic.
- The Expert must be a university professor, a research director or a teacher and/or researcher holding a habilitation to direct research or equivalent, in compliance with the rules of professional ethics.
- The expert must be from outside the company submitting the application.
- The expert must be from the same CNU section or from the research field proposed in the thesis project.
- The expert must not have carried out joint work or publications with the prospective thesis supervisor.
The purpose of this document is to provide the Eiffel jury’s experts with information on the thesis’ realistic and feasible project, and to represent the scientific contribution of the thesis.
- The CV of the expert who wrote the opinion on the scientific quality of the thesis subject (synthetic CV max. 2 pages, beyond which the document will not be taken into account).
- Overall financing plan for the thesis
- Co-supervision agreement or certificate of co-supervision signed by the French and foreign parties , including the alternating schedule of stays in the event of split periods, for 12- and 18-month grants. For applications of 36 months, with no obligation to co-direct or co-supervise, attach a blank page if necessary.
Calendar
- October 1, 2025: opening of the call for applications for the 2026-2027 academic year
- November 9, 2025 at 5pm : application deadline for the Master’s program (deadline internal to the Université de Rouen Normandie).
- December 5, 5:00 p.m.: Application deadline for the doctoral program
- From March 30, 2026: announcement of results (winners and schools will be informed of results by e-mail)
