URN application procedure
Application for1st year of bachelor’s degree/PASS.
- You have never enrolled in French higher education and would like to apply to the 1st year of a bachelor’s degree or IUT at the University of Rouen Normandy:
You are a foreigner (*) and do not reside in France:
You will need to complete a preliminary admission file (DAP BLANC) from early October to mid-December (dates set by the Ministry of Europe and Foreign Affairs). This application can be downloaded here, and is only to be submitted to the Cultural Service of the French Embassy if your country is not listed below.
Students must complete the application form on Campus France only.
You are a foreigner living in France :
You need to complete a pre-admission file (DAP VERT) from early October to mid-December (dates set by the Ministry of Europe and Foreign Affairs).
This file can be downloaded here and submitted to our department by post or e-mail: espacemonde@univ-rouen.fr.
This file must be submitted or sent by registered mail before the deadline indicated on the file. You can apply to up to three different universities, and choose the one you wish to attend based on the response from each institution.
ATTENTION, if you are a national of a member state of the European Community or the European Economic Area/ You are a French citizen holding a foreign baccalaureate/ You are a foreign citizen holding a French baccalaureate:
You must register on Parcoursup.

You have never enrolled in French higher education and you live in a country covered by the Etudes en France procedure

Registration fees
For the start of the 2024 academic year, international students from outside the European Union will be subject to the same tuition fees as European students.
The situation of scholarship holders and exempt students remains unchanged.
Registration fees*:
Bachelor’s degree: €175
Master’s degree: €250
Doctorate: €391
*These fees increase slightly each year.
International students exempt from these fees are:
Students with refugee or subsidiary protection status
French government scholarship holders
Student and Campus Life Contribution (CVEC)
You must pay the CVEC before enrolling in a higher education establishment.
This annual contribution is €103, except for :
- Scholarship holders on social criteria
- Students with refugee status
- Students benefiting from subsidiary protection
- Asylum seekers

Your dealings with the Prefecture
The French Ministry of the Interior has launched an online application service for residence permits, initially for foreign students, called ANEF-séjour (Administration Numérique pour les Étrangers en France).
You will find important information on the procedure for first-time applications and renewals of your residence permit with ANEF on the following website: ANEF
For students with visas marked “minors in education” whose files have already been received by the prefecture, they are being processed according to the procedure set up when ANEF opened.
When you reach the age of majority, you must contact the Espace monde department to arrange a meeting with the Seine-Maritime Prefecture.
Re-registration for international students is handled directly by the school.
